Most people think glue is glue, but I’m sorry, no. I’ve tried some other brands of glue and they either don’t dry clear or they are too watery. Elmer’s is always my top glue to use for making paper flowers with toilet paper.

Quick Steps

Cut: Cut 20 toilet paper circles using the bottom of the cup as a template.
Color: Draw lines on the circles with markers, spray lightly with water to blend the ink, and let dry.
Layer: Glue the circles one by one around the rim of the upside-down cup, overlapping them to form petals.
Finish: Glue a final circle onto the bottom to close the flower, then slide the rose off the cup.
